How an assignment becomes URGENT

The system marks an assignment urgent if its scheduled date and time is less than 24 hours away from when it was submitted, and the scheduled time hasn't already passed. Past assignments are never urgent (they're just late, a different problem). When urgent, the client email subject is prefixed[URGENT]and the worker's Telegram message starts with 🚨 PRIORITY. The flag is computed once, at submission, and stays on the record.
